Place cloves, allspice berries, and cinnamon sticks on a small piece of cheesecloth. Bring edges of cheesecloth together to completely enclose spices; secure with kitchen twine.
In a large stockpot, place sachet, cider, and all remaining ingredients; bring to a simmer. Reduce heat to low; cook for 2 hours.
Keep pot over low heat or use a slow cooker on low if serving over an extended period of time. Wassail can be made ahead and reheated before serving.
