For dressing: In a medium bowl, whisk together cranberry juice, mustards, garlic, mayonnaise, salt, and pepper.
In a large bowl, toss together Brussels sprouts, fennel, walnuts, dates, and dressing. Top with Parmesan. Garnish with fennel fronds and goat cheese, if desired.
