Preheat oven to 425°. Line a rimmed baking sheet with aluminum foil.
In a large bowl, toss together broccoli, Parmesan, shallot, garlic, olive oil, salt, lemon zest, black pepper, and red pepper until well combined. Transfer to prepared pan.
Bake until slightly browned and tender, about 15 minutes. Increase oven temperature to broil.
Broil until golden brown, 3 to 5 minutes more. Garnish with Parmesan and lemon, if desired.
