Preheat oven to 375°. Line a rimmed baking sheet with foil.
In a medium skillet, heat olive oil over medium-high heat. Add shallot and jalapeño; cook until softened, about 5 minutes.
In a large bowl, whisk together flour, cornmeal, baking powder, salt, and red pepper. Stir in shallot mixture, sausage, sweet potato, cream cheese, and Cheddar until well combined. Shape mixture into 1-inch balls. Place on prepared pan.
Bake until golden brown, 12 to 15 minutes. Serve warm with pepper jelly.
